米国債格下げは最も重要性の「低い」問題

金曜日の夜、S&Pが米国債をトリプルAからAA+(ダブルAプラス)に格下げした。

いろいろな人がいろいろなことを言っているが、WSJのLive Blogに出ていた、ある市場関係者のコメントが、筆者の考えに最も近かったので、書き留めておこうと思う。(赤字は筆者による)

Adrian K. Miller of Miller Tabak Roberts Securities says:

"After much debate within the management of S&P, they actually downgraded the U.S. rating to AA+, the first time in the history of the ratings. In retrospect, given the anemic budget proposal passed by Congress and the Administration recently we are not surprised by the decision. After all, the budget, as it is currently constructed, does little to address the U.S.'s budget deficit and absolute debt levels.

As we have indicated in previous commentary, should S&P hold to its word of downgrading U.S.'s rating should they not pass a bill that meaningfully address the U.S.'s debt levels, a ratings cut was imminent. As such, Friday night's downgrade should have been expected.

In order to confirm our forecast, following an expected negative knee jerk reaction, over the mid- to long-term, we do not expect this downgrade to materially impact credit markets despite an obvious increase in funding costs tied to the downgrade. Instead, markets have a significant number of other issues, both domestically and internationally, to worry about. The least of which is the downgrade."
(抄訳)「S&Pの決定は歴史的な出来事だとはいえ、サプライズではない。議会が通した法案は米国の債務の状況を好転させる内容ではなかったのだから、S&Pは前々から言っていた意見を通すのは当たり前で、この格下げは予想されていたことだ。最初は大きなリアクションが起こることは予想されるものの、中長期的にみれば、この格下げが、調達コストを上昇させてもクレジット市場に重大なインパクトを及ぼすとは考えていない。むしろ、市場は国内外で実に多くの頭の痛い問題を抱えており、この格下げはそれらの中で最も重要度の低いものだ。」

筆者の今朝のツイートと、呼応する。



そう、マーケットには頭痛の種がまだ沢山転がっている。

悪材料出尽くしという意見もあるらしいが、筆者から言わせてもらうと、そもそものところで、格下げ懸念が米国の株価を押し下げていた主因ではないのに、何故これで「出尽くし」になるのだろうか?

上でMiller氏がいうように、この格下げの話は、マーケットの懸念の中で「最も重要度が低い」話だ。

株式がヘッドラインと為替の動きに反応してボラティリティを上げる間、資金はFlight to Safetyで米国債へと向うだろうし、米国債の代替になる国債が、事実、存在していない。

数日前に、中国の市場関係者が「中国は米国債を大量に保有する以外の選択肢はほとんどない」と述べている記事を見かけたが、まさに、これが債券市場の本音。

格付け会社の一角が米国債の格付けをAAAからAA+に変更しようがどうしようが、米国債は依然として、世界で最も流動性が高く、最もクオリティの高い債券のひとつとして位置することに変わりはないのだ。

この格下げは、経済的な側面よりもむしろ、政治的な側面に作用するのではないかと筆者は思う。債務上限問題でゴリ押しを重ねて民主側から妥協を勝ち取った共和にとっては、これは、さらに追い風。「歴史上始まって以来初めて米国債のトリプルAを失った大統領」というラベルをオバマに貼って、鬼の首を取ったかのように現政権批判と責任追及のネタとして使えるようになるからだ。
